Senate Bill 0781*(Detroit Water and Sewage Department) A bill to provide for the incorporation of a regional water supply and sewerage authority; to provide for a regional assembly and regional authority board; to transfer certain ownership rights in water supply and sewerage facilities; to provide for payment for water supply and sewerage services and facilities through fees, charges, taxes, special assessments, and other means; to provide for the issuance and payment of bonds; and to provide for the powers and duties of certain governmental officials and entities.
House Bill 4221 *Also introduced into the Senate as "Senate Bill No. 417". Currently, the Michigan Election Law requires that a petition for the recall of an elected official, among other things, state clearly each reason for the recall, where each reason for the recall must be based on the official's conduct during his or her current term of office. The bill would amend the act to require that each reason for the recall of an elected official be specifically for reasons of misfeasance, malfeasance, or nonfeasance in office.

HR 0114 (1999-2000)* Sponsor - Representative Lamar Lemons, A resolution to urge the African American community and the Arab/Chaldean American community in Detroit to work together to promote peace and social and economic justice.
House Bill No 4706* Sponsor - Representative Lamar Lemons to provide that if the contract authorizing a public school academy stated that the academy was established specifically for enrolling students who resided in an urban school district and who were at risk of academic failure, and if the public school academy was located in an urban school district, then the public school academy could limit enrollment only to those students. Further, the bill would exempt these kinds of academies from the cap on the number of charter schools that can be issued by a public university and from the cap on the number of contracts that can be issued by any one state public university.
House Bill No 4705,4707* Increases the cap on Charter Schools to 225 (4705), and (4707) Allows for the children of School Employees to get priority during the enrolment/selection process.
(Residency) The State legislature passed a proposal to eliminate residential requirements for public employees and instead only require them to live within 20 miles of the city they work in. This only affects those cities in Michigan which had a residency law. It was suggested that Gov. John Engler used this law to try and bargain with other lawmakers to get the cap lifted on charter schools in Michigan.
Senate Introduced Bill 412* (1) the abandoned property fund is established in the department of treasury. (2) for distributions under this act after the effective date of the amendatory act that added this section and not withstanding any other provision of this act, the total distribution under this act to each city with a population of 850,000 or more shall be reduced by $10,000,000.00 which shall be deposited in the abandoned property fund. (3) the money in the abandoned property fund shall be distributed to nonprofit organizations located in a city with a population of 850,000 or more and used solely for the purpose of tearing down and otherwise demolishing buildings on specified property condemned by that city.
Senate Introduced Bill 87 This bill dealt with applying taxes to the Casinos in Detroit.

THE HOME RULE CITY ACT {Act 279 of 1909}, AN ACT to provide for the incorporation of cities and for revising and amending their charters; to provide for certain powers and duties; to provide for the levy and collection of taxes by cities, borrowing of money, and issuance of bonds or other evidences of indebtedness; to validate actions taken, bonds issued, and obligations heretofore incurred; to prescribe penalties and provide remedies; and to repeal acts and parts of acts on specific dates.

MICHIGAN ELECTION LAW (Popular Name: Election Code, Public Act 116 of 1954)AN ACT to reorganize, consolidate, and add to the election laws; to provide for election officials and prescribe their powers and duties; to prescribe the powers and duties of certain state departments, state agencies, and state and local officials and employees; to provide for the nomination and election of candidates for public office; to provide for the resignation, removal, and recall of certain public officers; to provide for the filling of vacancies in public office; to provide for and regulate primaries and elections; to provide for the purity of elections; to guard against the abuse of the elective franchise; to define violations of this act; to provide appropriations; to prescribe penalties and provide remedies; and to repeal certain acts and all other acts inconsistent with this act.
